Belchertown Conservation Commission Continues West Street Home Proposal, Cites Engineering Gaps

BELCHERTOWN — June 22, 2026 — Belchertown Conservation Commission continues contentious West Street home proposal amid unresolved engineering questions. The commission unanimously continued Notice of Intent BCC No. 26-3, filed by Joseph Miller for a single-family home, accessory dwelling unit, pool, and two-car garage on Lot A, West Street, to its July 20 meeting after members found the application lacking on multiple technical fronts. Consultant Mike Bowen of Arlebeck Associates presented revisions including a six-foot-wide concrete box culvert at a second driveway crossing and a slightly relocated stormwater basin, but commissioners said the application still contains no engineered solution for water flow across a first driveway crossing adjacent to an isolated vegetative wetland and offers no construction dewatering plan despite test pit data showing seasonal high groundwater at elevation 423 — roughly four feet above the proposed basement floor elevation of 419. "That's four feet of water in the basement. That doesn't work," one commissioner said. Abutter Edward Durr-Sarkeesian of 192 West Street told the commission he had engaged State Senator Jacob Oliveira's office and called the project "loaded with engineering flaws." In separate actions, the commission unanimously issued a negative determination with conditions for a septic and water line extension at 109 Channel Drive and issued a Certificate of Compliance for 225 Gulf Road.
