Finance Committee approves annual report, discusses capital planning coordination.

Belchertown Finance Committee unanimously approves its 2026 annual report for Select Board submission. Chair Brian Gibbons presented the report excluding Special Town Meeting funds; Town Accountant Jill Rossi confirmed free cash of $1,418,350, split 60 percent to operations and 40 percent to capital. Future receipts of $150,000 from Franklin School sale and $100,000 from a Cold Springs School capital lease, arriving in September 2026, will be allocated to stabilization, capital, or special projects in fiscal year 2027.

The committee discussed coordination with the Capital Improvement Planning Committee, with Clerk Richard Kowal pursuing a dual role to brief FinCom on proposed capital items.
