Finance Committee Approves Free Cash Distribution Shift for FY27 Budget

BELCHERTOWN — Finance Committee approves 50-50 free cash split for FY27 budget. The panel unanimously backed Chair Brian Gibbons and Town Manager Steve Williams's shift from the historical 40-60 distribution to a 50-50 split between the stabilization fund and operating budget. The committee also voted unanimously to return $80,000 in reduced Pathfinder School assessment costs to the operating budget and endorsed a $300,000 repayment to the stabilization fund from unspent school and town health insurance reserves, pending Town Meeting approval.
Williams presented a borrowing plan of approximately $2.05 million over 10 years and $325,000 over 20 years at rates of 3.75 percent and 4.5 percent respectively, a strong Division of Local Services recommendation designed to preserve the town's bond rating.
