BELCHERTOWN — Select Board adopts four financial policies, raising the general Stabilization Fund target to 4-7 percent. Chair Jorns Kuhnlenz and board members voted 4-0-1 to approve the Annual Budget Process, Financial Reserves, Free Cash, and Capital Stabilization Fund policies following a Robert's Rules of Order briefing by Town Moderator Ben Farrell. Town Accountant and Finance Director Jill Rossi presented final FY27 Cherry Sheet figures showing $340,896 available for appropriation, including $161,675 for school choice; a motion to split the funds equally between reserves and capital stabilization failed 2-3-0, with the Finance Committee asked for a new recommendation.

Preliminary FY28 budget work is set to begin late November, with free cash certification expected by month's end.
